I suspect not, because I don't think police officers are allowed to wear skirts like that...*

Dear goodness I think it DOES say 'POLICE"... and I think she might be wearing a holster as well. Maybe future policewomen wear minis? Or she just got off shift? (or it's Hallowe'en? Except, as I understand it, you don't celebrate that one in the U.K.)
...pleasepleaseplease don't let this be some sort of awkward roleplaying costume
Also, I think you're right on the rough JJ. Poor little Doctor *pats* I'm getting the impression that when this finale comes it's going to have Caves of Androzani levels of Doctor-whumping.

Yeah, we have Halloween here - I don't know if they make more out of it in the States, but yeah, definitely. The "jumper" is revealed in the newer pics to be one of those vest/flak jacket things our coppers over here are increasingly to be seen wearing (although the correct way to wear one apparently is to tuck your hands into the armholes and generally swagger around like you think you're Rambo or something - at least that's what Liverpool's Finest do!)
Now whether or not she actually is a policewoman, I can think of various other reasons why she might be dressed like that, only some of them unsuitable for teatime telly... I sort of like Clocket's idea that this is some sort of retro 60s-throwback vision of the near future (although that's a very contemporary-looking ice cream van there), you know, when it was generally assumed that everyone in the future would wear weird wigs/miniskirts/spangly catsuits. It will no doubt only confirm a lot of people's opinion of Moffat! ;D*

1. I've been rather indifferent to Eleven (other than the bowtie squee) but you know, he looks GOOD in that roughed up (clawed up you say JJ?) suit... he wears it as well, if not better than, DT himself. mmmmmm

I feel a bit reassured about Eleven, by these pictures - the fact that Amy appears to be reacting almost Donna-style to him in some of them reassures me a little.
As for the commentator on that site who snarkily (commenting on their ages) said "looks like the young Indiana Jones chronicles to me", all I can say is, I wish! I LOVE the Young Indiana Jones Chronicles - it's like an awesome historical story every week, sometimes in quite obscure early-20th-century niches for that matter. If only...*

Ahem. Also moving on.
You may indeed Merry, in fact, I urge you to it. The only stipulation is that Ten must be neekid at some point, or at least mildly undressed... losing the suit jacket will do. since apparently that's going to happen anyways. Word on the interwebs street is that the suit got all roughed up while filming he finale... and then some non-cast/crew person somehow managed to steal the roughed up suit jacket. Props to them. They'll be able to sell it in ten years on Ebay for thousands (or for a thousand dollar lawsuit...)
Personally, I'd just keep it and be all LOOKIE! LOOKIE! I HAVVE AWESOME, ILLEGAL, AND VAGUELY CREEPY MEMORABILIA!! ***

I'm still holding out, against hope, for my preferred option that those...things...in Waters of Mars are really some sort of rebooted Ice Warriors, and that Ten ends up getting thottled by a big green pincer at the end of that... Making the Xmas special all some sort of extended regeneration/dream sequence in which he has various flashbacks etc and ends up fighting the dream-version of Simm Master on the universe's largest radiotelescope, eventually falling to his doom, thus effectively dying twice and then regenerating into Eleven.
Talk about wanting to have your cake and eat it... ;D*
