I occurs to me that there's been two or three movies that are similar to or have been inspired by Dr. Who concepts.
One is Bill and Ted's Excellent Adventure (right down to Rufus as the guide) and the phone booth, and gathering characters from history...and the time paradox of finding the missing keys where you left them.
Haven't seen the sequel "Bogus Adventure" yet.
But there's been a low budget time travel flick several years ago called "Thrill Seekers" or "Time Shift" or something similar, in which a disillusioned reporter stumbles upon photographic evidence that the same man in black has been seen at all the great dissasters through time...Hindenberg, Titanic, Hurricane Hugo, LA Oympics, Munic Olympics, etc... and discovers that not only is this guy a dumb time traveler who has gotten himself the budget plan and gotten seen by the camera, but that a big series of disasters is being planted/planned by Martin Sheen to protect a corrupt future.
The movie stars Casper Van Dien and Catherine Bell, and was produced in 1999 and distributed on DVD in 2000 by Yorkentertainment.
Anyway, the thought that the Doctor might have appeared a couple of times along the way in photographs of disasters was an intereesting thought. (Seen most recently in Eleven dancing with Laural and Hardy on the DVD to catch Rory & Amy's attention.t ... wasn't that the start of Season 6??)

Rose and 10 always remind me of the movie "Thrill Seekers", that's a darker interpretation of it at least...

That' the one, i believe. Catch it on DVD if you can, guys. It was on HBO in the 1980s. Each time Martin Sheen shows up with a video call from the future, his appearance is more shabby, and he's more hagard, asking his henchmen "What the hell are you guys doing back there? All hell is breaking loose around here... time quakes, federal investigations... get busy and KILL THE HERO already... or there won't be afuture for you to return to!)
Reminds me a bit of "Future Cop" and also "Continuity Errors".
