Okay, this is me completely musing over ideas here, since I learned the Master would be in Ten's last episode.

Before I go into this idea, I'm not looking for any spoilers proving or disproving my theory, but please do tell me what you think of my idea. I'd love to hear your thoughts on it.
THEORY:
While it is possible the writers will come up with a reason the Doctor doesn't know the Master isn't still alive, I think it would be better if he does.... if he's always known the Master was alive, and here's my niggling plot bunny....
Perhaps everything from his mournful tears to the supposed burial fire was all faked by the Doctor, so that everyeone else, including Martha, Jack, and UNIT would think the Master was dead. Instead, the Doctor made a deal with the Master (either leaving him on Earth or taking him to another world.... which he probably found a way to return to the Earth afterwards), that he'd leave Earth alone and stay out of the Doctor's way.
The Doctor's motivation I think would be fairly clear, since from the beginning of new Who, the Doctor hates being the last Time Lord. He can't stand the thought of no other Time Lords... of him being the end all of his people. He needs to know there's at least one other out there.
Even referencing back to old Who, the Doctor always seems to dislike being on his own... at least for too long. He's drawn to being surrounded by others. While he hates the Master, he's never once gone out of his way to destroy the Master... that usually it something that just happens or... he's forced to cause by circumstances.
Thus, even though it means living with the potential threat of his most hated enemy/former friend, the Doctor would rather have the Master around. He knows consciously this puts the entire universe at risk, but he can't bring himself to allow that to stand in the way of his need for another Time Lord in existence. I'm not bein slashy here... I think it would be the same if it was any other Time Lord as well.
Not, only does this delve into the Doctor's psychy... perhaps hinting at deeper issues that the Time War made worse... it also allows for a whole new side plot that could hinder the Doctor. His friends, including UNIT, will no longer know whether they can trust the Doctor. They might even try locking him up... or keeping him out of plans to stop the Master. The Doctor lied to them, protected someone who nearly wiped out their entire world... because he was lonely. I can't see even Martha or Jack being quite so happy or understanding about the Doctor's needs.
I know this sort of sounds more like a fanfic idea, but there are parts that could work very well into Ten's last story. Perhaps.... making amends for his mistake... for his need for another Time Lord and his trust in the Master... leads to the Doctor's downfall (quite similiarly to what Four did, leading to his own downfall in the end of Logopolis).
Thoughts? Could it work as part of the last Ten story? Critiques? Please NO SPOILERS.....
