New Who still has cliffhangers.... just at the end of each season. You're right in that classic who used to have them like... every episode and each story had on average four parts to it. Now they just tell a whole story in one episode... which is nice, but not very cliffhanger-y. I sort of like it better now, because the episodes are longer, for one, and for another even though there is usually only one episode per story, each one is different.

I have something to say about complaints of "Why doesn't New Who have continues stories?? New Who sucks for having only one story episodes".
If you watch the the old Who, they are a half hour long. The average was 4 half hour episodes for one story. That is two hours. The New Who episodes are one hour. That is half of a whole Old Who story line. New Who only have 13 episodes. If we were to have continues story lines average of 3 - 4 episodes parts per story line, we would only have three stories for one whole season.
This means they would they would have to really slow down the pace of the show and make it well boring.
Think hard on what you really want.

My favorite format was always the spliced-together solid continuous hour-and-a-half story that predominated on PBS for a number of years. Supposedly our local PBS station in Chicago (WTTW) did their own "movie format" versions, and then the BBC started doing their own, and some early videotapes were issued like this. I love being able to immerse myself in the story that much. I never liked the interruption of three additional title sequences.

I've never seen Who with a weekly cliff-hanger (unless you count the NuWho two-parters). The closest I've got to that is the Sarah-Jane Adventures, and it kind of bugs me. I might just be terribly impatient and unappreciative of the finer things in life, and the subtle whetting of the appetite a week-long cliffie can bring but...
I perfer my Who in big clff-hanger free chunks.
On that note, I'm quite glad that the current McGann audios playing on BBC7 (go over there right now! you can catch this week's episode on ListenAgain until Saturday night!) are apparently cliff-hangerless.

I've never been a fan of cliffhangers. They make me cranky. Usually because if you miss Who the next week, you're screwed, whereas if you have just one story per-episode, you feel content, and if you miss next week, you only have to hunt around for one episode. It's a cleaner process. AAAAANNND, they didn't have youtube back then, so the only thing they COULD do was wait around for the reruns, and GOD knows when the one you wanted would run.

Cliff hangers annoy me. I don't mind them, but they just make me stir crazy. They are worth the stir crazyness if you make the episode.

Which reminds me; I need to watch SJA season two. I really want to, just don't have the time right now. So it'll probably be over once I get to it and I'll be able to avoid cliffhangers.
Edit: Oh, and the Trial of a Timelord has pretty much the coolest theme ever and the fact that it was only played for 14 episodes (which were pretty bad, at that) is sad.

There are pros and cons involved here, I think; on the one hand, the weekly episodes with cliffhangers was, for me as a young'un a big part of the whole who-watching experience. On the other hand, those 25-minute episodes sometimes seemed much too short, and then there was a week to go until the next part. So, it's a tradeoff. Personally, I think the new series would benefit from more two-parters and the occasional three-parter, but that's just me. As others have rightly point out, there are only a limited number of episodes per series, and it seems to me that another important thing about Who is the variety it has to offer - as many different stories as possible, and as many different types of stories as possible. So, I can see why Who has the format it has now, and why it had the format it had then, and why perhaps it is wrong to want to turn back the clock in that respect. Back on topic - the SJA theme is indeed very nice.
