I know someone who has written a modestly good shot at a fan-fiction short story. How do they submit it, or WHERE do they submit it?
Or is it more of a "post/host on your own webiste" type thing, and then others link to it if they feel that it's good?
For a short work, this one is really clever and timely!
But how do I call attention to it?

Well... First off, it would need to be the author posting the work. You can only post it for them if you are given permission by the author to do so. The main fic community for Doctor Who is www.whofic.com (the good old teaspoon). archiveofourown.org and fanfic.net are both devoted to hosting fanfic stories, though they are not Who-specific. Posting fic on livejournal is very popular and there are various communities set up there to accommodate it. And then there are the multitudes of other forums and small websites and fic communities (Death by Aspirin counts in this category. Your friend is welcome to post their (short) fic on the forum, or put up a link to it hosted off-site if it's longer than a few pages). And, as you said, your friend can always set up their own website for the sole purpose of posting fic. So... lots of options. I'm really a bit surprised you haven't encountered the teaspoon yet though. ;D

Oh, I have...if only to read the cake-fic recently plugged... but this is something original, newly written, and I AM SURE to have the author's permisison... as it was written to be shared... (wink, wink) Very timely.
Now, where on this forum is the right spot? I don't want to mess things up abit... just want to get it right the first time!

What's wrong with Teaspoon? "... but this is something original, newly written..." So is the content on Teaspoon. I just wrote something new, and posted it there minutes later. Unless you mean not DW, all original characters, in which case I'm not sure it's "fan fiction".

No, No...I'm not opposed to teaspoon. I only meant I followed a link to read one article once, and didn't know what it was before. I didn't know how to get back there, nor how to post, register, or negotiate it. I'm not knocking it.
