Rather than answer about MoE on another thread, I'm starting a new one, even though any real comments may have to wait till later.
This still has the more sober feel of the season seven stories, and frankly, prison is a relief, after three serials in a row (in s7) set in very similar research control rooms. (I'd also just watched a lot of Quatermass, where they seem to have invented the research-station-disguised-as-an-oil-refinery tradition...) It is, strangely enough though, a scientific research facility inside a prison. Well, that's some progress.
I expected to like the earliest Pertwees the most this time around, but I decided that at this point (MoE), Three's personality is really taking shape, when he was just sort of Quatermass-like earlier. DW needs its personalities, it can't just be doom, science, and suspense. Pertwee gets some rebellious and sarcastic lines early on, which I love. This is actually where I see the start of the Doctor persona I know, around this point anyway.
I would bet that this was the first story made with Katy Manning. She isn't playing Jo as "ditzy", but comes across as a seasoned professional. Her voice has gravity. Later she seems a bit more Jo-like. It's strange to see her at the start of MoE just after they exaggerated her "ditziness" in Autons, down to her mis-matched clothing. This (in MoE) is my favorite set of clothing for her, by the way.
So the Doctor has been chummy with Mao... and they were showing this right in the middle of the Cultural Revolution....
