To answer your question:
First off, there is ONE, Classic season that's been released by boxset: that being season 16, The Key to Time. As for all the rest I think it's a combination of factors:
1. It would be impossible to release all of the seasons in tact, especially the early season, since so many episodes were wiped
2. Some of the episodes need extensive restoration prior to being released, so that if they were doing it by season, some good and well-preserved episodes might not be released for -years-
3. With a few exceptions, most of the Classic stories don't need to be watched in order. They didn't really do story arcs like the modern show does; those story arcs that do exist have mostly been released in boxsets. Personally, I think they shoud box up Four's first season but that's just me...
I'd love boxsets for all of them actually. It would make organization easier.
